– Allegations of drug dealing, bribery and failure to investigate rapes, including one of a teenage girl, have been levelled against police in eastern Victoria.
The ‘Herald Sun’ can reveal the force’s professional standard command has been conducting an investigation into corruption and bullying for 19 months.
Operation Preston began following a series of allegations against managers and senior officers based at Bairnsdale – including the production of stubby holders bearing racist language aimed at local aborigines.
It is unclear if it is looking at claims police were involved in local drug dealing and bribery and failing to investigate crimes including rapes – some of which were raised with the Office of Police Integrity in 2008.
Sources told the ‘Herald Sun’ senior commanders’ failure to interview local managers were delaying the outcome. Force command refused to say how many police were under investigation, what they were accused of, or whether some of those being investigated are still to be interviewed.
Inspector Ian Geddes, of the force’s media unit, said: “This is a current investigation and so we are unable to make further comment.
“No member is avoiding or refusing to cooperate…whilst there is some delay, the investigation continues.”
In 2005, the OPI labelled Bairnsdale station a corruption “hotspot”.
In 2009 a veteran officer was charged over two child sex offences and providing false evidence at a Workcover hearing. In 2011, local aborigines lodged a complaint with the Human Rights Commission after police directed publicans not to serve them alcohol.
The force refuses to say if any officers under investigation have resigned, been put on leave with or without pay, taken extended leave or sick leave, or been moved.
Inspector Geddes did confirm that the production of racist stubby holders had formed part of the initial allegations.
A decision to provide cultural awareness training but take no other disciplinary action against officers who produced the stubby holder is under review after the ‘Herald Sun’ last month drew the case to Chief Commissioner Ken Lay’s attention.
